This application is for consideration of garbage and organics collections on privately owned roadways, not including roadways that are available for assumption or are anticipated to be assumed by a municipal, provincial or other governmental authority.
The review process will take place on a first come, first service basis. No application will be reviewed until the applicable fees have been paid and all required documentation provided. You can follow the progress of your application through Permit Central.
An application requesting the expansion of historical service on a private road (e.g., the introduction of winter curbside collection on a seasonally serviced road) shall initiate a comprehensive review of current road conditions. Approval will be contingent upon verification that the existing service area and associated infrastructure meet all applicable current standards and operational requirements.
PLEASE NOTE: Recycling collection is now managed province-wide by Circular Materials and is no longer managed by the District Municipality of Muskoka (District). Circular Materials is required to match our current service level, but the District cannot guarantee the collection of blue box recyclables at the curb. PLEASE NOTE: Property owners may be exposed to personal liability for incidents or acts of negligence occurring on their property due to the roads being owned and/or maintained privately. Therefore, it is strongly recommended that any private landowners consenting to service be informed of these risks and are encouraged to seek appropriate legal or insurance advice before signing the Agreement. This is in addition
to meeting any other requirements applicable to third-party service arrangements.
PLEASE NOTE: That approval of service along a private road or property does not guarantee continued approval if the property ownership changes. The District does not have the authority to coordinate agreements between private owners.

Year-Round Requirements

Measured Requirements

  • Your road must have at least 12 feet (3.6 meters) of clear height
  • No wires, tree branches, equipment, roof overhangs, or anything else can hang into this space
  • Your road must have an unobstructed clear width of at least 15 feet (4.5 meters) and must be kept free of equipment, materials, impediments, and parked vehicles.
  • Adequate turn around determined on inspection.

Road Surface Condition Your road must be kept in good condition and free from:

  • Potholes
  • Overgrown vegetation
  • Erosion or washouts
  • Rocks sticking out
  • Sharp objects that could puncture tires
  • Steep slopes
  • Soft or unstable shoulders
  • Standing water or flooding

The District will determine if the road is safe for collection vehicles.
Ongoing Inspections

  • The District may inspect your road at any time to ensure it remains safe for collection
  • Requirements may be added, changed, or removed as needed
  • The District reserves the right to stop service if conditions become unsafe

Winter Requirements (for year-round collection)

Winter Collection Service may be delayed as winter road inspections must be completed during the winter months

Snow Clearing

  • Your road must be plowed to at least 15 feet (4.5 meters) wide
  • Snow accumulation cannot exceed 2 inches (5 cm)
  • You must meet whichever standard is stricter: District requirements or Ontario's Minimum Maintenance Standards

Ice Control

  • Your road must be free from ice, OR
  • Properly sanded/salted where ice has formed
  • You must meet whichever standard is stricter: District requirements or Ontario's Minimum Maintenance Standards

Timing

  • Roads must meet standards of Snow Clearing and Ice Control by 7:00 a.m. on collection day
  • During snowstorms, you must maintain these standards throughout the storm the day of collection.

Additional Conditions

  • The District may add other requirements as needed to ensure safe collection
