Pre-Consultation (for Entrance Permits)
This is NOT an Entrance Permit!
Only use this application if severing a property and require an assessment for a potential entrance prior to an area municipality approving a property severance.
- Ensure proposed entrances are clearly marked with an identification card
- All proposed entrances must be clearly marked with stakes prior to the submission of this permit.
- Application Fee: $131.00 + HST
Common Collection Point (CCP) Service
This application is for consideration of garbage and organics collections via a Common Collection Point (CCP).
The review process will take place on a first come, first service basis. No application will be reviewed until the applicable fees have been paid and all required documentation provided. You can follow the progress of your application through Permit Central.

PLEASE NOTE: Recycling collection is now managed province-wide by Circular Materials and is no longer managed by the District of Muskoka. Circular Materials is required to match our current service level, but the District cannot guarantee the collection of blue box recyclables at the curb. For updates and information, visit the Circular Materials website.
PLEASE NOTE: That approval of a CCP on a private road or property does not guarantee continued approval if the property ownership changes. The District does not have the authority to coordinate agreements between private owners.

Curbside Collection Private Roadways
This application is for consideration of garbage and organics collections on privately owned roadways, not including roadways that are available for assumption or are anticipated to be assumed by a municipal, provincial or other governmental authority.
The review process will take place on a first come, first service basis. No application will be reviewed until the applicable fees have been paid and all required documentation provided. You can follow the progress of your application through Permit Central.
An application requesting the expansion of historical service on a private road (e.g., the introduction of winter curbside collection on a seasonally serviced road) shall initiate a comprehensive review of current road conditions. Approval will be contingent upon verification that the existing service area and associated infrastructure meet all applicable current standards and operational requirements.

PLEASE NOTE: Property owners may be exposed to personal liability for incidents or acts of negligence occurring on their property due to the roads being owned and/or maintained privately. Therefore, it is strongly recommended that any private landowners consenting to service be informed of these risks and are encouraged to seek appropriate legal or insurance advice before signing the Agreement. This is in addition
to meeting any other requirements applicable to third-party service arrangements.

Oversize/Overweight Load Annual Permit (OO Annual) - District of Muskoka
This application is for annual or 6-month project overweight/over dimensional permits only. For single trips, please apply using the appropriate application located on the main page.
A Permit is required for any vehicle travelling on a District road carrying a load that is over length, height, width or weight as described in the Ministry of Transportation - Highway Traffic Act.
Please review the conditions carefully prior to submitting your application.
A separate annual permit is required for each vehicle.
Half-load restrictions are in effect on District roads during specific times of the year, see Muskoka Load Restrictions Website for details.
Oversize/Overweight Load Trip Permit (Single Trip) - District of Muskoka
An Oversize/Overweight Load - Trip Permit (OO Trip) is required for the transportation of a load(s) that exceeds the limits prescribed in the Highway Traffic Act (HTA), on a specific day(s), on a specific route, that is not already allowed for by a current Oversize/Overweight Load - Annual Permit (OO Annual).
Road Entrance Permit - District of Muskoka
Do not use this permit if you are applying for a property severance through the area municipality and are only requesting a pre-consultation from the District regarding your new entrance. Please apply for a Pre-consultation permit first. Once the severance is approved, you may apply for an entrance permit using this application.
Property owners or their representatives must apply to the District for an entrance Permit when:
- A temporary access is required
- An entrance is desired to a vacant property where no entrance exists
- A new building is to be constructed on vacant land
- A property owner is requesting a change to an existing entrance
- Required for all new entrances or alternations to existing entrances
- New entrances must be identified by staking the desired location

Road Occupancy Permit - District of Muskoka
You are required to apply for a Road Occupancy Permit (ROP) if you are planning any that results in traffic disruptions on a District roadway, including, but not limited to bins, signs, entrances, culvert work, materials and equipment blocking lanes, or the cutting, excavation, boring, filling, additions, or altering in any way, roadways, curbs, sidewalks, boulevards, ditches, and other areas with the District’s Right of Way.
All drawings provided are to be in compliance with the Ontario Traffic Manual (OTM)
Upon completion of any work under an approved ROP, you must complete a “Release of liability” form and send it to roads.permits@muskoka.on.ca
Sign Location Permit - District of Muskoka
The District regulates the use of signs on District roads to ensure safe and clear conditions for vehicular and pedestrian traffic. If you are planning on placing a sign along a road managed by the District Municipality of Muskoka, please review the conditions (below) and By-Law 2021-33 to ensure your application meets these requirements prior to submitting your application.
Please contact area municipalities to determine if additional structural permits are required under the building code regarding your sign application.
Special Events
A Special Event Application will require either a Full or Temporary Road Closure on a District Road. There are two types of agreements that can be applied for on District Roads, a Road Closure or a Road Usage. The definitions and requirements of each are outlined further below:
Road Closure
A road closure involves the complete closure of a District roadway to all vehicular traffic. All road closure applications must meet the following criteria, at minimum, to be considered as a complete for approval. Only complete applications will be accepted for any proposed new or recurring Special Events.
Road Usage
A road usage involves occupation of any portion of the road right-of-way and can include road shoulders and lanes. Vehicle traffic is allowed to flow through the event as normal or traffic is slightly altered to accommodate the event (using a portion of a single lane, for example). Any road usage which affects or impedes the normal operation of traffic within a District roadway is subject to the same requirements for a Road Closure.
While still requiring a special event agreement, special event applications that do not interfere with or impede normal traffic patterns (meaning no lane encroachments) can be considered for exemption from the TCP requirements on a case-by-case basis. A memo stating this will be required in your submission if approved by District staff in place of your formal TCP. All other submission requirements would still apply.
Requirements for a Special Event Application
1- Completion of Special Event application.
2- Certificate of Insurance (COI)
A Certificate of Insurance (COI) which includes The District Municipality of Muskoka as the certificate holder as well as an additional insured. Your certificate should also note that the District will be provided at least thirty (30) days notice of cancellation of the policy.
3- Detailed Mapping
Detailed mapping showing the planned locations of any closure(s) and proposed detour. This must include the dates and times of the proposed closure(s) and detour(s).
4- Traffic Control Plan (TCP)
Inclusion of a Traffic Control Plan (TCP) prepared by a qualified person (QP). A QP is considered to be anyone who is trained and competent in complying with the requirements of Ontario Traffic Manual Book 7 as developed by the Ministry of Transportation Ontario. A TCP includes signage and traffic notification requirements to ensure public safety during any event for road closure or usage (similar to construction work). A QP often includes staff from either a transportation consultant, roads contractor or traffic control service provider.
Applicants are required to include a supporting memo from the QP indicating that they have prepared their TCP in compliance with MTO Book 7 as part of their application.(OTM)
Note that applicants are required to provide, install and remove any and all event related signage and traffic control requirements at their cost as well as ensure that Emergency Services have been given preliminary notification of the event (including Fire, Ambulance and Police).
